BISMARCK, N.D — A federal judge in North Dakota said Friday that his injunction blocking a new rule by President Barack Obama's administration aimed at regulating some small waterways applies only to the 13 states that sued to block the rule and not nationwide.
The state Transportation Commission has authorized $8 million in Jefferson County roadwork, including new sidewalks in downtown Port Neches, officials said Friday. The state will pay $3.5 million to repair embankment slopes on U.S. Highway 69 near Texas Spur 93, or West Port Arthur Road.
